President, CEO, and Operations Subject Matter Expert
Mr. Edward M. Ballanco has over forty years of unique operational experience supporting the U.S. military as a combat fighter pilot, combat planner, wartime leader, exercise planner, operations analyst, process engineer, com-bat advisor, military trainer, and technical author. Mr. Ballanco supervised the development of the Air and Space Operations Center (AOC) Technical Requirements Document (TRD) that defines the mission and system requirements necessary to implement a Service Oriented Architecture. He is a recognized expert in applying Modeling and Simulation to support AOC training and mission analysis requirements. While supporting the USAFE Warrior Preparation Center, he specializes in designing, facilitating, and analyzing training events and mission rehearsal exercises to assist warfighting headquarters. He developed the overall project plan for the USAF effort to document its lessons and issues from the Air War Over Serbia (AWOS) and served as the project’s Senior Military Analyst. Mr. Ballanco is a recipient of the John R. Galvin Wargamming Excellence Award.

Vice President of Technology and Modeling & Simulation Subject Matter Expert

Mr. Christopher J. Schiltz has over 30 years’ experience as a leading expert in Air Force and Army modeling and simulation. While supporting the Army Capabilities Integration Center (ARCIC), Mr. Schiltz directed large-scale distributed OneSAF and other live, virtual and constructive High Level Architecture (HLA) federations capable of simulating health, environmental, transportation, law enforcement, military, and civil agencies. He planned, scheduled, chaired, and coordinated all meetings, systems integration, testing, monitoring, and reporting on task execution for all simulation events. While supporting the USAFE Warrior Preparation Center, Mr. Schiltz created the official Air Force standard Air Warfare Simulation System (AWSIM) and was instrumental in the initial Air Force effort to integrate virtual and constructive simulations. Mr. Schiltz also developed the three-tier CAX configuration management system for concurrent support of operations, test requirements, and software development. Mr Schiltz is a recipient of the John R. Galvin Wargamming Excellence Award

M&S Operations Subject Matter Expert Mr. John M. Kelley Jr. has thirty-six years program management, operational planning, and military force employment experience, including proposal writing, task order management, system software engineering, modeling and simulation, and exercise planning and execution for large military simulation exercises worldwide. Experience working in large scale development programs managing diverse teams of operational subject matter experts, software engineers, and IT professionals.  Eleven years as a mission ready pilot and instructor in fighter aircraft.

Technical Editor Ms. Amy Soper is a technical writing specialist. Ms. Soper has excellent attention to detail and works quickly and efficiently to successfully resolve even the most difficult document formatting problems.  She has worked at the National Institute of Aerospace, keeping their documentation in top quality form.
